Bingham always kept quiet about any political feelings that he had, but instead focused on individuals, as is evident in his recent exhibition at the Californian African American Museum; A Moment in Time: Bingham's Black Panthers. The exhibition's introduction summarises Bingham's role as follows; "This exhibition and the accompanying publication, not only showcase recognisable snapshots taken during public displays, but also posed, private and unusual moments that the Panthers' leaders could have only granted to a well trusted soul whose artistry and openness to the cause would be honestly reflected through the lens of a camera. That is the access that they gave to photographer Howard Bingham, from which he created an extremely personal and priceless tribute."3 For me Bingham distanced himself, or tried to distance himself, from the politics of the movement in order to portray the human, everyday character of its members and what I believe he felt to be the essential matters, especially community. It is for this reason that I want to concentrate on one particular photo by Bingham, simply entitled 'Panthers' Headquarters, Oakland'. The photograph shows two young girls, one African America, the other Caucasian, cycling past the Panthers' Headquarter building. The immediate symbolism of the photo is quite clear, portraying the notions of equality and possibility, but what makes the image especially interesting is the apparent anxious expression on the face of an African American woman standing in the doorway of the building as she watches the two children. And when one looks closer at the image the face of a man becomes recognisable in the window of the Panthers' Headquarters, peering out at the children. The viewer immediately asks his or herself what is the reason for the seemingly shared anxious expressions of the African American man and woman, in complete contrast to the children. Another feature of the image that encourages questions from the viewer is the role played by shadow. Although the two children are side by side they are separated by shadow, the African American child within it, and the Caucasian child outside it. But what we must not forget when analysing the work of this exhibition is that these photos are journalism as art, and that it is impossible to know how much of the scene has been constructed by the author. It is very likely that these two children just happened to be riding together at a particular time of day but the image still poses questions. Is the artist attempting to suggest that there is a natural division between the children or is he in fact highlighting the idea that racial division is as superfluous as how the sun's rays reach the sidewalk at a certain time of day, and that the innocence of these children allows them to transcend the division. Is Bingham here suggesting the idea of an integrated future A number of different aspects of the image can be interpreted as a variety of symbols, that lead to more questions arising, and give us an interesting view into, or interpretation of, of the artists own personal feelings towards the Black Panthers, and in fact the entire Civil Rights Movement. The Legal And Regulatory Framework The present report contains information on the legal and regulatory framework of the British tourism sector as well as of surface, sea and air transport laws and analyses the benefits of those to passengers. The report aims at providing sound advice to the travel agency entrepreneur on British legal and regulatory issues as well as on business ethics that may influence the particular business venture. The objective of the report is to provide the entrepreneur with detailed information so as to help him with his decision making. British Legal Regulatory framework of the Travel tourism sector Although there is no legal and regulatory framework in British system, however, there is the ABTA code of conduct which contains issues related to tourism such as insurance notification, communication, booking etc. Regarding booking, it contains all processes like what happens before booking, how to make the booking, what can happen between travel and booking etc (Theobald, 2005). These processes should be carefully implemented in order to protect the rights of the consumer in British tourism. There are other associations that provide also guidelines regarding tourists comfortable stay and legal issues. These associations are: Health and Safety Commission (HSC), Maritime Authorities, International Air Transport Association (IATA), Air Travel Operators Licensing (ATOL) and CivilAviation Authority (CAA), Strategic Rail Authority (SRA), Health and Safety Executive(HSE). British law is divided in environmental, shipping and air and space law. These are all different laws under the umbrella of British law in tourism.The regulatory power is assigned to special bodies such as the Travel association as well as other authorized bodies. The role of these bodies is to preserve a national stock of recreation facilities such as parks, gardens, sport facilities etc. These bodies are mainly local authorities (Archer et al.,2005). Legal And Regulatory Framework The carriers are responsible for any damages caused to the passengers according to Acts described below (WTO, 2005): Carriage by Air and Road Act 1979. The carrier is everyone involved in carrying passengers either by air or road. The carrier is responsible if due to his/her carelessness the passenger dies or gets injured or any damages are caused to his/her belongings. International Carriage by Sea (Athens Convention 1974. It concerns sea travelling and in this Convention the carrier is also liable for any damages caused to passengers when sea travelling. International Carriage by Road (Carriage by Air and Road Act 1979). It concerns the rights of the travellers even if they had paid for the journey or travel for free.This Act also involves any damages caused to passengers during their travel. Further to travelling by road there is the Regulation (EC) No 1073/2009 for travel by road which concerns free provision of international road passengers. This regulation sets common accessibility rules to the international market for coach and bus [Regulation 1073/2009]. However, it provides, in particular, the liberalization of the shuttle service (from city to city and back) with overnight accomodation via bus and coach, as well as almost all emergency services. It also sets the procedures for granting licenses for these shipments and documents needed for these services. It also specifies the conditions under which are accepted in transport, particularly in national road transport (cabotage) services within a Member State, carriers that are not located in it. In case of transfer from one Member State to a third country and vice versa, the regulation applies to the department within the territory of the Member State from which the route passes. The Athens Conventions Act 1974 is applied and amended in the UK. It involves international carriers and/ or passengers whereas the Domestic Carriage Order 1987 is addressed to domestic passengers travelling by sea. The Carriage by Railway Act 1972 concerns international carriages and involves passengers with registered luggage. When there is a damage to a passenger then the carrier is obliged to pay for the passengers registered luggage. Regulation (EC) No 1371/2007 concerns also rail travel. This regulation is designed to protect people with disabilities and reduced mobility from unfair and discriminating treatment and to provide assistance during the use of commercial air services.It obliges carriers and / the travel / s agents who represent them not deny booking and boarding to disabled, to provide information in formats appropriate for their physical injuries, to provide points of departure and arrival into the airport, take and distribute among them the notification that they have to serve people with disabilities,as well as to provide them with assistance in the airport and in flight. At the same time, it binds the parties involved to have fully trained staff to the treatment of people with disabilities, and requires compensation for loss of or damage to motor equipment. Finally, it sets the limits for complaints and sanctions. Although there is no doubt that this regulation improves conditions of air transport for people with disabilities, it does not address accessibility obligation outtside airports and aircraft business services concerned. Thus, there is no obligation on the electronic benefits of airlines and travel companies, which is not justified by the needs of reasonable accommodation. It should be borne in mind that airlines provide a wide range of services outside the traditional areas in which they are active (airports aircraft) and participate in corporate networks after having completed these activities Regarding carriage by air the Warsaw Convention 1929 is applied. The Warsaw convention is created by the global community of air transport and the purpose was to provide global standards for carrying passengers world wide, especially common rules on liability for passengers and goods in case of accident, loss of baggage and delay in international air transport, while it reduces the cost to the airlines. Among others, a very important layout was included that the airline is considered liable (Article 17) but that liability is generally limited (Article 22) up to 10,000 U.S. dollars maximum. However, the passenger and the carrier may, by special contract agree to a higher limit of liability (Article 22, paragraph 1). The carrier has the opportunity to rebut any action based on the contract if s/he proves that s/he took all necessary measures to avoid damage, and in this case s/he is not liable (Article 20, paragraph 1). Moreover, the carrier is able to limit his liability if s/he proves that s/he contributed to the accident and the negligence of the injured individual (Article 21). Finally, Article 25 prohibits a carrier from benefitting of any clause that limits or excludes liability if s/he or his/her agents commit a willful misconduct. Finally, it should be mentioned the EU Directive on Package Travel for visitors to Europe or from Europe. The European law facilitates traveling for leisure or on business within the European Union and the common currency facilitates travelers in eurozone countries. Travellers can make unlimited purchases in the country visited and bring the goods to their country duty free. Citizens of the Member States are entitled to unlimited exchange for intra-European trips, whereas before the liberalization of capital movements they were entitled only limited tourist exchange. For their package holidays, they are protected by European legislation for the mismanagement or misuse of their holiday by tour operators [Directive 90/314] For their air trips, they are also protected against overbooking charged by airlines [Regulation 261/2004]. Travelers can call the 112 number free European emergency call across the European Union [Decision 91/396 and Directive 2002/22]. In case of illness or acciden t happening to them only by presenting the European Health Insurance Card, which attests their participation to a similar system in their country of residence [Decisions 2003/751, 2003/752 and 2003/753]. In the ports and airports of the Member States, special channels exist for citizens of EE, who have a uniform passport [Resolutions 23/06/1981, 14/07/1986 and 10/07/1995]. Showing passports is not needed when crossing internal borders of the Schengen area [Decision 2000/586]. The conditions of travel within the EU have become much easier for pet owners [Regulation 998/2003]. Ethical dilemmas The travel agency may have to face unethical competition i.e. extremely low prices. The company can overcome these issues by creating a code of ethics that will enable it to act in harmony with host countries and achieve competitive advantage (Holden, 2003). The country will provide, prior to travelling, all information regarding the country that they will visit as well as to any information regarding safety and health risks. Furthermore, the company will encourage them to respect the local environment and avoid any actions that will be against the law. Safeguarding the natural environment of the countries will be top in the code of ethics of the company. The company should also try to distribute holidays in such a way so as tourist flow would be smoothed and the environment will not be further burdened. More specifically, Key Travel provides services to charitable organizations no matter what their purpose is i.e. medical relief, educational projects etc (Key Travel, 2012). Its CSR consists of three axes: People, Planet and Profits. Regarding People, Key Travel believes strongly in its people and promotes diversity in workplace by employing people of different ethnic origins as well as women. Key Travel was a pioneer since it implemented in the 1980s what is in fashion nowadays i.e. flexible working hours and home-working. It also provides gym tickets and weekend travel breaks for its employees. In addition, it offers its employees fresh fruit in the office! Travel Agencies are one of the major players of the tourism industry, because the travel agency is the means for promoting the trip, given the fact that if it uses the appropriate means, it will guide, lead and assist the traveler to choose the destination of his/her travel depending on his/her needs and possibilities (Ingbar, 2004). Danielle C. Dillon Europe in the Middle Ages Fall 2013 Final Exam Many things effected society in Medieval Europe, some having a more profound effect than others. Europe in the Middles ages was a time of learning and of cultural growth, but it was also a time of more serious things such as the Black Death. The way Europe coped with these unforeseen challenges, helped shape their society and culture, and we still learn about them today. The Black Death was of significance in Europe, but what exactly was it? The Black Death, also known as the Bubonic Plague was a wide spread infection in Medieval Europe that wiped out one third of the entire population during this time period. This plague affected the Lymph Nodes, where the bacteria found a suitable place to reproduce. How was the black plague spread you may ask? This is where some of the advances made in Europe during the Middle Ages, backfired and actually had a negative effect. It is widely known that the Black Plague was transmitted through rats, but it finds in origins in Asia. Thus the fleas found on these rats, must have come to Europe somehow, for this we look at trade routes. It was very common for markets and fairs to open up with imported goods in Europe, some of these goods coming from Asia, thus traveling salesmen and their merchandise are largely responsible for the transmission of the disease. Another reason this disease was so deadly was the lack of medicine, and knowledge of science. Though there was knowledge of science and medicine in the time, it does not compare to what we know now, including the knowledge of incubation periods. We know now because of modern medicine, that diseases can be transmitted before symptoms show, this was not known in M... ...olarly endeavors, rather than strictly practical ones. Humanists also believed that the entirety of society should be well versed and able to speak articulately. The focus also changed during this time period to the â€Å"here and now† rather than the afterlife. The worth of individuals began to become more important, rather than just their worth in relation to society as a whole. Renaissance Humanism was the first time in history that people began to question authority and the teachings they had learned, it was the first time in history that individual expression was commonly accepted. Medieval Europe was a time of great tragedy (The Black Death) but it was also a time of great advancements in learning and culture. Perhaps one day thousands of years from now, people will read of our advancements and note their profound impact, as we do with Europe in the Middle Ages.

The Purpose and Function of University Education

Purposes and functions of university education: My own reflection With the six year hard works in my secondary studies, finally I get into university. I am relieved that there is no more past paper and public examination on one hand but I find that I am lost on the other hand. As a freshman, the experience in first month of university life is out of my expectation: I am totally free! There are so many spare times and so few coursework to do. No more control from the class teachers. No more annoying reminders from my parents.All I have got is the time to play, play and play (and a little time for lessons, of course). When September has come to an end and October comes as an old friend, I start to wonder: Should my university life go like this? It seems that I am getting lost in a big forest, losing my way, since I do not have a goal. When I was studying in secondary school, there was one goal waiting for me to achieve – getting into university. Now, I have attained it. Then, wh at’s next? â€Å"University is not equal to vocational training institute. My class teacher has once told me. Now it appears in my mind suddenly. In theory, what you have chosen to study is highly likely to be your career after you graduate. Taking the BBA students as an example, which is the commonest, they are likely to participate in jobs related to finance when they finish their tertiary studies, and it is undeniable in practice. But would the same happen to students of arts like me? If I am going to take criminology as my major in year 2, what is my job going to be in the future? A policewoman?The future female Sherlock Holmes? If university is a place where you are going to decide your future career by your major, does it sound sensible that students major in English should be an English teacher? Definitely not, since there are many possibilities even you are majoring in English. Even though you are practicing a specific skill in university, it does not mean that you s hould give up the opportunity to discover new things. The theory I have just mentioned above is true, however, not absolutely true, especially to the arts students.Since there are many possibilities in the university life, I know that I will be given different chances to try out different things, which is new to me, and it will enable me to discover myself, know more about myself. I am convinced that this is the function of university education – providing a space for learning, discovering, and experiencing. Throughout these three processes, the main purpose of university education – rising up students who are able to think independently and work as a team or individually, can be fulfilled.Apparently, how to have a good job is the last thing for me to consider right now. At this moment, my goal is try to become an active learner, who can ask questions with confidence, get involved in the classes and clubs, and eventually become self-independent and self- initiative, wh ich is a vital characteristic I believe that it is more important than getting a high GPA. â€Å"Learn how to learn†, this is the reason why I am here, studying in university.

Cooking Failure

There is always that one person we know that can cook just about anything, my mother is that one person. Sadly that gene must have skipped a generation, I am the worst cook imaginable. I have so many failing attempts in the kitchen that I lost count. The one I recall the most the first time I attempted to make dinner for my family. I was roughly twelve years old, and in my family, most girls my age were able to cook extravagant meals. At the time I could barely make an egg with our burning it, so it was a stressful first experience. In my dreams I am Martha Stewart but in reality I am a kitchen failure.The first thing I do is I get all the ingredients and utensils I will need. A medium sized pan and pot, a strainer, noodles, a pound of ground beef and spaghetti sauce store bought of course- I don't even attempt to make my own, due to the fact that I might burn it which I've done in the past. When I start making the spaghetti I put the noodles in water and let them boil for a couple o f minutes. As the noodles are cooking, I heat the sauce in the medium sized pan. I check in on the noodles and they seem a little under cooked so I leave them there for a couple more minutes.When I assume the noodles are just right I check on them and find that all the water has evaporated and the noodles are burned at the bottom and suck together. I scrape off the bottom layer and leave it in the pot to cool down. For some reason it occurred to me to run a fork through the strand to see if I were able to separate them. At first it started to resemble the noodles, but I got a little carried away and ran the fork through to many times and the pieces were starting to come looking more like a pile of mushy-strand squash than noodles. You could notice the burnt taste to it but it was still edible .I was so grateful that there’s no one else here tonight other than my family that I had to feed. The next thing I do is check on the sauce, but what my mother didn’t tell me was that I had to keep the burner on a low temperature to prevent the sauce from burning. I ended up ruining the pot in the end but my mom ended up saving the sauce by add extra spices to the sauce a crushed clove of garlic. Then she mixed a 1 teaspoon of peanut butter into the sauce. As much as I consider my mom to be the next â€Å"Martha Stewart† none of her tricks were able to save that pot.The next thing that I did after the sauce was fixed I started on the ground beef, it didn’t know that as it heat up some of the oils off of it would jump up and might burn you, and as I was trying to stir the bread I was to scared of getting burned that I didn’t move it was much as I should have. And that caused some parts to be to be over cooked and others to be under cooked. There was no saving the meat from that, but my mother assumed this would happen- the lack in faith in her was a little insulting but I have to say it was good that she that she thought ahead and bought an extra pound of ground beef.My second attempt turned out better, not just because I made an excuse to leave the room almost every time I had to stir the meat. Then the spaghetti is done, I moved on to making in garlic bread. I assumed that the bread would be easier to make than the spaghetti, I was wrong. The way my mother does it is she makes homemade paste that does on the bread. For the paste I was suppose to use only one clove of garlic but I used two. Then to make it worse when I put it in the oven to get warm and golden I was supposed to keep it in the oven for at least five minutes and when I took them out the ends were burnt so badly they turned black.After scrapping off the burnt off I have to say they weren't that bad. The only thing that I can think of is that I could have done better was keeping an eye on the food. Also not asking for help when needed and in result burning most of the meal. But to be honest, I’m not sure whether something went wrong or whether i t was my high expectations that I set for myself that were off of how the meal would turn out, but considering that it was my first time cooking I think I did a decent job.Now at the age of seventeen, I've prepared all the foods I learned from watching my mom over the past years. Chicken and various pastas are also easy to prepare as someone still learning. I know my limits as a cook and don't take on foods I'm not ready to prepare. Whether I'm making my own dishes or following a family recipe, I find experimentation a fun alternative when I have time to play around the kitchen- with the help of my mother of course. These aren't the most difficult foods to make, but its unique practice for a first-time cook.You don't have to enjoy cooking, but if you make it fun, then the process may not seem so difficult. I learned that It's also important to not feel overwhelmed when booking and to have fun, and it also could be a good stress reliever. Otherwise, you may be tempted to just order o ut every night, which will become a costly expense over time. I've only been cooking for a short period of time, but I already feel at home in the kitchen. The oven is no longer a dark, scary dungeon to me, and the microwave is for cooking as a last resort. It's necessary to keep an open-mind in the kitchen.

International efforts to address the climate change formally began only a decade ago with the adoption of United Nations Framework Convention to Climate Change (UNFCCC) in 1992. India is a party to UNFCCC and the government of India attaches great importance to climate change issue. India is a vast country covering 3.28 million Km2 with diverse surface features and supports 16.2 percent of the global human population. Endowed with varied soils, climate, biodiversity and ecological regimes, under diverse natural conditions and over a billion people speaking different languages, following different religions and living in rural and urban areas, India is an example for a complex yet successful democratic system. Decentralization of powers through local government, to benefit the grass root level is another significant feature of Indian Government. The 73rd and 74th Amendment Acts, 1992, of the Constitution of India have endowed vast powers to local governments at rural and urban levels respectively. Indias commitments to mitigate climate change are reflected in the essence of these two acts and the working and powers given to the local government. This paper explains and brings to picture how climate change mitigation strategies are filtered in Indian System right from the UNFCCC goals to The Government of India and further to smaller levels of local governments. The paper will explain the hierarchy and working of Indian governance system and highlights the climate change initiatives within this system. The ultimate objective of The convention is stabilizing green house gas emissions at a lower level that would prevent dangerous anthropogenic interference with the climate systems. Under the convention the governments- Gather and share information on greenhouse gas emissions, national policies and best practices Launch national strategies for addressing greenhouse gas emissions and adapting to expected impacts, including the provision of financial and technological support to developing countries. Also, it occupies only 2.4 percent of the worlds geographical area, but supports 16.2 per cent of the global human population. The country is endowed with varied soils, climate, biodiversity and ecological regimes. â€Å"Under such diverse natural conditions, over a billion people speaking different languages, following different religions and living in rural and urban areas, live in harmony under a democratic system†( India NATCOM,2004). Climate Change Negotiations Global warming issue became a part of the international agenda in 1988. The climate issue, initiated by the small island nation Malta, came up at the UN General Assembly in December 1988, as part of a discussion on the common heritage of mankind. The resolution set up a preparatory committee to work towards an international agreement. The concern for global warming particularly by the industrialized countries geared up since then and climate politics came into being and were refined with a series of international conferences and formal negotiations that followed. The momentum culminated in the signing of a Framework Convention on Climate Change (FCCC) and opened for signatures at the Rio Earth Summit in June, 1992. The FCCC aims at stabilization of greenhouse gas (GHG) concentrations, in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system. Subsequently, the parties to the FCCC adopted the Kyoto Protocol in December, 1997. However, the developing nations see the Protocol as burdened with loopholes because of the fact that it emphasizes on the economic concerns, rather than ecological or social justice. The main area of dispute between the developed countries and the developing countries lies in the sectors pertaining to equity and sustainability. However, the operational details of the Kyoto Protocol have now been finalised after intensive deliberations at Marrakech, on November 10, 2001, which was participated by 171 countries . The protocol has been guided by Article 3.0 of the FCCC, and marks the first global attempt to place legally binding limits on greenhouse gas emissions from developed countries. The Protocol calls for 5.2% reduction from their 1990 level of GHG emissions by the developed countries during the period 2008-2012. It also specifies the amount each country must contribute toward meeting the reduction goal. Nations with the highest CO2 emissions like the United States, Japan and most European nations are expected to reduce emissions by a range of 6 to 8 per cent. By 2005, all industrialized nations that ratify the accord must also show demonstrable progress toward fulfilling their respective commitments under the Protocol. Some issues that add to the complexity of the Kyoto Protocol: Considerations for baseline and its effects The target of 5.2% reduction beyond 1990 level in the commitment period 2008-2012, were dependent on 1990 emissions. This meant that if a country which had high emissions in 1990 and had reduced them between 1990 and thereafter, then it could actually increase its emission once again, or only stabilize these, and not carry out any reductions. As an example one can analyse the case of Australia. In 1990, as much as 30 percent of the emissions were from deforestation, which eventually became a blessing for the country for, instead of penalizing for creating the problem in the first place, Australia has been able to use its emission to its advantage, by winning the right to count any improvement from its 1990 level as its national credit. And as its deforestation rate has been controlled, it actually can increase its emission above and beyond the figure of 8 percent it is expected to reduce. On the other hand, USA and Japan were lobbying hard to change the date of baseline from 1990 to 1995. The reason for this lies in the fact that both the countries have made a significant increase in carbon emissions between 1990 and 1995. Flexible mechanisms The Kyoto Protocol includes three mechanisms Art.6 (Joint Implementation), Art.12 (Clean Development Mechanism) and Art.17 (Emissions Trading), These mechanisms are meant to pave an explicit way for developed countries to meet their Kyoto targets easily. The cheapest and the most attractive option for meeting the emission targets of the North (i.e developed countries-Annexe I) being the Clean Development Mechanism (CDM) that will be operated on the project basis invested in the South (i.e under developed countries). This implies that, as global warming is bound to be unsolved even by the end of this century, the South would have to pay a heavy price in future once they have reached a high level of energy efficiency through means like CDM. For by then the cost of carbon cutting will be very high even for the developing countries, which would eventually have to do the carbon cutting on their own. The next issue comes on the question of energy-efficient technology, which the North wishes to push to the South through CDM. As technology up-gradation is a continuous process, hence what is the most efficient technology at the time of implementation of the CDM project, may be obsolete within few years that follows. Principle of equity: the Kyoto Protocol does not define the rights and responsibilities of all nations within a reasonable frame. So long as the world remains within a carbon based energy economy, equitable sharing of the atmosphere shall remain a critical issue, especially for poor developing countries who need a maximum space for their future economic growth. The Kyoto reduction, by itself, is inadequate to achieve a stabilization of climate change by 2100. A continual and larger reduction, similar to that stipulated in the Kyoto Protocol for the 2008-2012 period, will be needed in the future in order to begin to stabilize long-term greenhouse gas emissions. Even if stabilization of greenhouse gases is achieved, global warming will still continue for several decades and sea levels will continue to rise for several centuries. This is because Even if the emissions from the developed countries were reduced to zero in the near future, the current trends of growing emissions from developing countries alone could force the atmospheric concentration to exceed stabilization levels of 550 ppm ( Parivesh, CPCB,2006). Thus, participation of all countries, including the developing countries such as India, is essential for a successful worldwide effort to arrest the growth of greenhouse gas emissions. India and Climate Change- The Threats and Vulnerability Climate Change is a major global environmental problem and an important issue because of diverse impacts not only ecological, but economic, social, political and physical in nature and content. It is a matter of great concern especially for developing countries like India who have limited capacity to develop and adopt strategies to reduce their vulnerability to changes in climate. Global, national and local level measures are need of the hour to combat the adverse impacts of climate change induced damages. â€Å"India being a developing country has low capacity to withstand the adverse impacts of climate change due to high dependence of majority of population on climate sensitive sectors as the agriculture, forestry and fisheries†,( Shukla, et.al, 2003). This is coupled with poor infrastructure facilities, weak institutional mechanisms and lack of financial resources. This is the reason why we are seriously concerned with the possible impacts of climate change. The possible impacts of climate change are mentioned below: Water stress and reduction in the availability of fresh water due to potential decline in rainfall. Threats to agriculture and food security, since agriculture is monsoon dependent and rain dependent agriculture dominates in many states. Shifts in area and boundary of different forest types and threats to biodiversity with adverse implications for forest-dependent communities. Adverse impact on natural ecosystems, such as wetlands, mangroves, grasslands and mountain ecosystems. Adverse impact of sea-level rise on coastal agriculture and settlements. Impact on human health due to the increase in vector and water-borne diseases, such as malaria. Increased energy requirements and impact on climate-sensitive industry and infrastructure. One of the various reasons for vulnerability of India depends on its typical and diverse climatic conditions. India is subject to a wide range of variation in climatic conditions from the freezing Himalayan winters in the north to the tropical climate of the southern peninsula, from the damp, rainy climate in the north-east to the arid Great Indian Desert in the north-west, and from the marine climates of its vast coastline and islands to the dry continental climate in the interior. The Indian summer monsoon is the most important feature in dictating meteorology of the Indian subcontinent and, hence, its economy. Almost all regions of the country receive entire annual rainfall during the summer monsoon (also called the SW monsoon), while some parts of the south-eastern states also receive rainfall during early winter from the north-east monsoon. Therefore, India could be more at risks than many other countries from changes in temperature and sea level. Models predict an average increase in temperature in India from 2.3 to 4.8  °C for the bench mark doubling of carbon dioxide scenario (Lonergan, World Bank Technical Paper No.402, 1998). Temperatures would rise more in Northern India than in Southern India. In the North Indian Ocean, under a doubling, the average number of tropical disturbance days could increase from 17 to 29 a year (Haarsma et.al Climate Dynamics, Vol.8, 1993); while, without protection, approximately 7 million people would be displaced, and 5,760 Km2 of land and 4,200 Km of road would be lost (Asthana, JNU, New Delhi, 1993). Further, in the Indian context, climate change could represent an additional stress on the ecological and socioeconomic system that are already facing tremendous pressure due to rapid urbanization, industrialization and economic development. Options for Mitigation â€Å"The ability to adapt to climate change depends on the level of income and technology, as well as the capacity of the system of governance and existing institutions to cope with change. The ability to mitigate GHG emissions depends on industrial structure (the mix of industrial activities), social structure (including, e.g., the distance people must travel to work or to engage in recreational activities), the nature of governance (especially the effectiveness of government policy), and the availability and cost of alternatives. In short, what is feasible at the national level depends significantly on what can be done at the subnational, local, and various sectoral levels†(Climate Change 2001: Working group III: Mitigation; IPCC,2001).The challenges of climate change mitigation involve diverse issues economic, political, social and environmental. Governance is one of the prime issues in mitigation of climate change impacts. A structured governance system is the only tool through which any policy framework or initiative can be achieved. The importance or role of governance in mitigation thus can be described through its three pillars: Organizational Structure- Through governance the qualities of organization participation, transparency and accountability can be achieved in the mitigation exercise at all levels.. Financial Mobilization- This involves ensuring financial commitment globally, at national levels and also at local levels of the government Legal Framework- It ensures empowerment, enforcement and compliance of mitigative strategies and supporting environmental laws. As the National GHG inventory for India shows, the major increase in GHG emissions over the next 20 years would be related to energy consumption. As India has abundant coal deposits, it is beyond doubt that coal will be the dominant source of energy. Therefore, energy efficiency measures in this sector remain our prime concern. Power generation in India is expected to reach a peak demand of 176 GW by 2012, and the total energy requirement will be 1058 billion units (Parivesh, Central Pollution Control Board, 2006). This is why; increasing the use of renewable energy and energy efficiency in the form of low carbon options are the two main measures that can greatly reduce GHG emissions. We will now simultaneously specify what scientific mitigation tools for climate change are available for various sectors and the corresponding governance measures to actually target the process of mitigation. The energy sector: Fiscal incentives and taxes, voluntary emission reductions, green rating, and capacity building etc. Another area of importance is the transmission and distribution losses, which is energy loss. There is considerable scope of reducing losses, meant to translate into a large mitigation potential. Two major categories of Barriers hinder adoption of electricity conservation and demand management in India. a) Macro-level barrier At the level of governance system; either policy induced or due to lack of appropriate policies and; b) Micro-level barriers related to the consumers and the economic environment they face.This can be equated to lack of awareness about possible alternatives on the part of the consumers and lack of awareness drives on the part of the government. The forestry sector: IPCC Second Assessment Report categorizes three broad options for abatement viz. Conservation management: This strategy attempts to conserve the existing carbon storage capacity of forests by halting or slowing down forests deforestation and forests degradation. Storage management : This strategy attempts to increase carbon strategy in woody vegetation and soil in existing degraded forests, as well as to create new carbon sinks in areas where forests do not exists or have been cleared. These may be achieved by promoting natural regeneration, reforestation on deforested lands, aforrestation of non-forest lands and agro-forestry on crop and pastureland. Substitution management: This strategy attempts involves the replacement of fossil fuels by renewable fuel wood or other biomass products. Here, governance plays an important role based on it a capacity to generate and bring about changes in the management of forests and augmentation of use of renewable products. The agriculture sector: Methane emissions from rice cultivation remain the major contributor of GHG emissions. Other sources being enteric fermentation, manure management, agricultural soils etc. Abatement strategy in this sector in India can be achieved given the scientific expertise available in India, but require gearing up by proper governmental intervention at the level of ministry of agriculture, as far as policy initiatives are concern, and through local governments for implementation and monitoring. The industrial sector: As the national inventory of GHG shows, major contribution came from energy intensive sectors like iron steel, fertilizer, cement, aluminium, paper pulp etc. A few option available for energy efficient options in power, industrial and domestic sector are given as follows: Source: Teri, New Delhi. These can be supported by further subsidizing use of energy efficient options and where required made mandatory by the government under the periphery of the existing environmental laws of the country. Mitigation through sinks: Carbon dioxide is removed from the atmosphere by a number of processes that operate on different time scales, and is subsequently transferred to reservoirs or sinks. The Kyoto Protocol through its Ariticle 3.3 allows afforestation as a sink to reduce carbon dioxide levels in the atmosphere. Further, Article 3.4 of the Kyoto Protocol states that additional human induced activities in the agricultural soils and LULUCF categories may be added to the three mechanisms (Joint implementation, Clean Development mechanism and Emission trading) subject to certain conditions. In India, forestry is dominated by government based institutions. These institutions need new insight so that they can effectively incorporate mitigation policies and measures in their resource management activities. According to the central Pollution Control Board, India has been persistently implementing one of the largest reforestation programs in the tropics with over one million hectares planted annually. Nearly half of this reforestation is on degraded forests and village common land. It is estimated that the carbon uptake in forests, degraded forests, and plantations is estimated to offset the gross carbon emissions from the forests sector. Carbon dioxide emissions in India are projected to increase from no-net emissions in 1990 to 77 million tonnes by 2020( Parivesh, CPCB,2006). Barriers to mitigation: Greenhouse gas mitigation measures are compounded by several barriers inherent to the process of development. In India, inequitable distribution of income and wealth forms a core feature of barriers to effective implementation of any type of intervention in India, leave apart climate change. Available instruments to limit domestic GHG emissions can be categorized into market based instruments, regulatory instruments, and voluntary agreements. For the developing countries, however, domestic structural reforms and policies on trade liberalization and liberalization of energy markets act as barriers to GHG reduction. These policies coupled with macroeconomics, market oriented reforms, set the framework in which more specific climate policies would be implemented. The IPCC Special Report on technology Transfer (IPCC, 2000) identifies various important barriers that could impede environmental technology transfer, such as: lack of data, information, and knowledge, especially on emerging technologies; inadequate vision about the understanding of local needs and demands; high transaction costs and poor macro economic conditions; insufficient human and institutional capabilities; inappropriate technology adopted and Poor legal institutions and framework. These hold good for the overall barriers of mitigation in Indian Context also. In terms of governance and its intervention, technology transfer can be traded off with some of our own indigenous technologies. This will ensure equitable exchange and also promote indigenous Indian Science. National Policy for Climate Change Mitigation We, as present generation have inherited this environment and atmosphere from our ancestors. Further the consequences of climate change will be faced by our children in the future. And so it can be said that climate change is an inherently different and irreversible problem as compared to other environmental problems. Also, the assumption that prior experience of problems like air pollution has failed at many levels as a good model upon which policy decisions on climate can be based. Options to mitigate climate change include actual emission reductions carbon dioxide sequestration and investments in developing technologies that will make future reductions affordable and easily available since cheap relative to their current costs. Since the inception of UNFCC in 1992, the Govt. of India has been an active participant in the climate charge negotiations. India being a party to the UNFCC was the 38th country to ratify it on November 01, 1993. The Ministry of Environment Forests is the nodal Ministry for all environment related activities in the country and is the nodal Ministry for co-coordinating the climate charge policy as well. The working group on the FCCC was constituted to oversee the implementation of obligations under the FCCC and to act as a consultative mechanism in the Govt. for impacts to policy formulation on climate change. To enlarge the feedback mechanism the Govt. of India has constituted an Advisory group on climate charge under the chairmanship of the Minister of Environment Forests. Development of National Guidelines Policy Options for reducing GHG Emissions The national guidelines or framework for monitoring GHG emissions and policy options for reducing GHG should emphasize not only on issues associated with climate change but also include the following: Emission Forecasting Setting goals Policy criteria Policy evaluation Organizational and political issues Climate change and GHG emission and sequestration may include many sectors of society and extend far into the future. Furthermore, policy measures to address GHGs overlap with many other public policy objectives, however in a complimentary way. Policy formulations involve: Understanding the issues at hand, Having a broad vision of the range of actions that governments can take to address those issues, Selecting from within this the approaches that offer the most potential far achieving multiple public goals. More importantly, the policy formulation process must respond to local circumstances and must address institutional, fiscal, political, and other constraints. The Govt. of India has nevertheless addressed a large number of local and regional environmental issues in its developmental strategy that are complementary to the climate change issue. Institutional Arrangements So Far For Climate Change Related Strategies In Area of Research The Ministry of Environment and Forests (MoEF), Ministry of Science and Technology (MST), Ministry of Agriculture (MoA), Ministry of Water Resources (MWR), Ministry of Human Resource Development (MHRD), Ministry of Non Conventional Energy (MNES), Ministry of Defence (MoD), Ministry of Health and Family welfare (MoHFW), are the main ministries of the Government of India which promote and undertake climate and climate change-related research in the country. The Indian Space Research Organization (ISRO) is also am important agency involved in working of this area and is under the direct governance of the Prime Minister.It supports all the above agencies with satellite-based passive remote sensing. The MoEF, MST, MHRD and MOA operate under the umbrella of many premier national research laboratories and universities. The most prominent being the 40 laboratories of the Council of Scientific and Industrial Research (CSIR), an autonomous body under the MST; and the vast network of the Indian Council of Agricultural Research (ICAR) under the MOA. The CSIR is the national RD organization which provides scientific and industrial research for Indias economic growth and human welfare. It has a countrywide network of 40 laboratories and 80 field centers. The ICAR network includes institutes, bureaus, national research centers, The Department of Science and Technology (DST) under the MST coordinates advanced climatic and weather research and data collection over the Indian landmass. There are three premier institutions under DST that are solely dedicated to atmospheric science viz. the IMD, the National Centre for Medium Range Weather Forecast (NCMRWF) and the Indian Institute of Tropical Meteorology (IITM). Apart from the Indian initiatives, climate change research promoted by international organizations like the World Climate Research Program (WCRP), International Geosphere Biosphere Programme (IGBP), International Human Dimension Program (IHDP) and DIVERSITAS are being strongly supported by various Indian agencies like Indian Climate Research Program (ICRP) under DST, National Committee- International Geosphere Biosphere Programme (NC-IGBP) constituted by Indian National Science Academy (INSA) and Geosphere-Biosphere Program (GBP) of ISRO. Agencies like CSIR, also provides infra-structural and financial support to carry out research in the area of global change In Area of Development The single most important feature of our post-colonial experience is that the people of India have conclusively demonstrated their ability to forge a united nation despite its diversity, and to pursue development within the framework of a functioning, vibrant and pluralistic democracy. In this process, the democratic institutions have put down firm roots, which continue to gain strength and spread. A planned approach to development has been the central process of the Indian democracy, as reflected in the national five-year plans, state plans,departmental annual plans, and perspective plans of various ministries of the central and state governments. For the last five and a half decades, the guiding objectives of the Indian planning process have been sustained economic growth, poverty alleviation, food, health, education and shelter for all, containing population growth, employment generation, self-reliance, peoples participation in planning and programme implementation, and infrastruc ture development. The National Conservation Strategy and Policy Statement on Environment and Development, 1992, provides the basis for the integration of environmental considerations in the policies of various sectors. It aims at the achievement of sustainable lifestyles and the proper management and conservation of resources. The Policy Statement for Abatement of Pollution, 1992, stresses the prevention of pollution at the source, based on the ‘polluter pays principle. It encourages the use of the most appropriate technical solutions, particularly for the protection of heavily polluted areas and river stretches. The Forest Policy, 1988, highlights environmental protection through preservation and restoration of the ecological balance. The policy seeks to substantially increase the forest cover in the country through afforestation programmes. This environmental framework aims to take cognizance of the longer-term environmental perspective related to industrialization, power generation, transportation, mining, agriculture, irrigation and other such economic activities, as well as to address parallel concerns related to public health and safety. The statutory framework for the environment includes the Indian Forest Act, 1927, the Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981, The Forest (Conservation) Act, 1980, and the Environment (Protection) Act, 1986. Other enactments include the Public Liability Insurance Act, 1991, the National Environment Tribunal Act, 1995, and the National Environment Appellate Authority Act, 1997. The courts have also elaborated on the concepts relating to sustainable development, and the ‘polluter pays and ‘precautionary principles. Investigate the rate of reaction between Calcium Carbonate and Hydrochloric Acid at different concentrations Aim: To Investigate the rate of reaction between Calcium Carbonate and Hydrochloric Acid at different concentrations. Background Knowledge: I know from my knowledge of science, that by adding together a carbonate and an acid, that a salt, water and Carbon Dioxide are produced. Therefore in order to measure the rate of reaction, one of these products needs to be measured, and the rate at which it is produced can be used to define the rate of the reaction. The methods that can be used are either to measure the mass of the solution at intervals. Or to measure the produce of gas (Carbon Dioxide). Prediction: Using the known formula: ACID + CARBONATE SALT + CARBON DIOXIDE + WATER I can predict the reaction of my experiment to be: HYDROCHLORIC + CALCIUM Ã   CALCIUM + WATER + CARBON ACID CARBONATE CHLORIDE DIOXIDE The Chemical Formula is listed below: 2HCl + CaCO3 CaCl2 + H20 + CO2 I think that as the molarity of the acid goes up, the amount of gas produced will also go up. I have based this on my knowledge that calcium carbonate does not react in water. Therefore in solutions with little acid and more water, the calcium carbonate will not react as much as it would in pure acid for example. To make each of the different strengths of the acid, water is added to a solution of 2M hydrochloric acid. Therefore in the 0.2 value, there will be a lot of water, and so it is not expected that much gas will be produced. My predicted graph shows what I expect. On the x-axis, as the molarity increases, the gas produced on the y-axis does likewise. However there will be a point reached where the maximum limit of gas has been prod... ...a clear trend that as the molarity of the acid increases, the volume of carbon dioxide will also do the same. There is an even trend going up, with a straight line to fit as the line of best fit. The reason for this pattern is the same as that that was made in the prediction. As the concentration of the acid increases, there are more HCl molecules and so there is more chance of the calcium carbonate molecules colliding with these and so reacting to form calcium chloride. With the reaction occurring more often, the products will form in a greater quantity and so more carbon dioxide is produced. This reflects the rate of the reaction on the graph and proves my prediction and its theory correct. Evaluation: As the experiment was computer generated, it simulated how the experiment would have been conducted. It accounted for human errors in all aspects of the expriment.

To what extent can motivation be used as a leadership tool?

Abstract Numerous investigations have linked organizational success to effective leadership. The fact that leaders provide guidance as well as monitoring and evaluation of the staff in an organization they provide a link between the organization’s objectives and the needs of the staff. Good leadership should ensure both the organization and the staff are satisfied with the outcome of the processes and operations of the organization. This paper analysed the importance of using motivation and a leadership tool and its application in the military. Motivation is an important aspect of effective leadership since it not only guarantees performance within an organization but also ensures sustained effectiveness of the staff. The analysis of this factor as a leadership tool was conducted based on literature review of various sources that examine organizational motivation processes and practices that are applicable in military environment. The main theories of motivation identified to influence leadership with respect to military environment were Humanistic Theory of Motivation, Incentive theory, Drive theory, and Cognitive dissonance theory. Social incentives have been identified in the paper to play an important role in leadership success of a military organisation. This is mainly due to the fact that they develop the intrinsic motivation that makes the workers highly productive. Generally, social recognition, collaboration, talent retention and productivity and reinforcing the corporate culture are the social incentives that can be used to motivate military officers. More so, friendship at the workplace should be upheld as it fosters learning among the workers and it also makes it easy to identify small problems at the work place. The paper concludes by asserting that in the case of military training together in one country, the use of the stated motivation tools are bound to enhance the levels of leadership efficiency. As such, motivation should only be extended to social recognition, collaboration, talent retention and productivity and reinforcing the corporate culture. Introduction Leadership is not a captivating personality that results due to ability to charm and talk nicely. Neither is leadership defined by the ability to influence and make friends. These are empty qualities of leadership that can be viewed as flattery. Leadership is making an individual change his/her vision to hire levels, raising an individual’s performance, and building a unique personality that inspires the followers (Foti, 2007) this are very essential elements of effective leadership in military units. All these aspects of leadership revolve around motivation of the followers. Motivation is highly individualised and complex and can be achieved physically, psychologically, instinctively, and sometimes unconsciously (Eccles & Wigfield, 2002). In many organisations, motivation is an important factor that drives performance and innovations. It is commonly agreed that once an individual is motivated he/she becomes productive because work becomes passion. Therefore, motivation is th e intrinsic desire that drives an individual to give his/her best at work. The level of relatedness of leadership and motivation among the followers places motivational tools at a central position in achieving good leadership. The approach to leadership in the military is a complex amalgamation of directive, coaching and delegating leadership styles, where discipline is the universal rule (Horn & Walker, 2008). It is common knowledge that whenever an order has been given out, it is a must for the junior officer in that ranking to act immediately. The fact that discipline requires motivation in order to maintain it at highest standards; the military leadership are required to develop approaches that can ensure the officers are highly motivated. This paper intents to analyse the concept of motivation as a leadership tool and its application by the military to enhance leadership. Theories of Motivation Motivation is an important aspect in organizational leadership in that is used in ensuring the staff are mission driven (Eccles & Wigfield, 2002). Approaches used to realise motivation vary from one organisation to another depending on the nature and rules of the job. There are four common theories of motivation that have been used by many research studies into the issues revolving around staff and employee motivation. These include; Humanistic Theory of Motivation, Incentive theory, Drive theory, and Cognitive dissonance theory (Deci, Koestner, & Ryan, 1999).Humanistic Theory of MotivationThis theory is rooted on the fact that most human beings are rational and anything done by anybody is driven by reason (Hoffmann, 2007). This type of motivation is realised either through a push and pull model or self control (Eccles & Wigfield, 2002). Push and pull is used to create external motivation while the self control is emotional intelligences that give an individual the will to perform a task without being rewarded. This theory is well illustrated by the famous Maslow’s Hierarchy of needs which has divided motivation into various levels with numerous reasons that promote the performance of the affected actions (Hoffmann, 2007). In a military environment, the soldiers can be motivated by providing the staff a reason to why they should be motivated to conduct the stated task.Incentive TheoryThis theory proposes that motivation and behaviour are influenced by beliefs or engagements that are profitable to the individual (Guay et al., 2010). This theory is based on reward system is the major focus of motivation because it is generally believed that by attaching a reward to an action, there is a likely chance that the same action will be repeated (Guay et al., 2010). However, since it is coined from the value of a reward, the time taken to give the reward is an important driver of the motivation. Additionally, continuous rewarding is a catalyst for a prolonged behaviour towards achieving the target. Conversely, the incentive theory focuses on the reinforcement principle as the fundamental mover of motivation because it determines the behaviour in the future. For example, if an individual is rewarded for an action, maintaining the same behaviour requires a pledge of another reward. This way, the promise is a positive reinforcement of the action. Contrastingly, if there is no clear plan for the next reward that person would not maintain the same behaviour because of negative reinforcement.Drive TheoryA drive is an individual aspect that causes a behaviou ral change such that the individual is confident of attaining the objective (Eccles, & Wigfield, 2002). The desire, which acts as the drive for attaining the goal can either be external or internal within the person. For instance, during starvation a person is compelled by the force of being hungry to seek food. The drive will only be relaxed after the individual has accessed food and he or she is no longer hungry. Another good illustration of the drive is the desire for sex, which is a biological push that is found in all animals because it is a hormonal controlled system in the body. Depending on the hormonal level in the animal, the drive would either be surfeit or low. This shows that the drive theory proposes that intrinsic factors are the major forces that make motivation possible. Therefore, the drive theory is rooted in the escapism and seeking models because it is what develops the drive in a person (Guay, et al., 2010). This theory can be analysed from a military point w here the main drive is search for peace where an individual is motivated not to stop functioning at his/her best until peace is realised (Horn & Walker, 2008).Cognitive Dissonance TheoryThis theory proposes that cognitive dissonance results after an individual becomes uncomfortable based on the opinion of people around him and what he /she believes in (Eccles, & Wigfield, 2002). For example, when a consumer buys an item, it is common knowledge that the item provides him/her the desired satisfaction. However, if the consumer prefers another item for the same purpose shows that the value of that item is not consistent with the view of the consumer. Consequently, this theory highlights that people are forced to become motivated in the hope to reducing dissonance. This can be achieved through changing their attitudes, beliefs, mitigating, blaming, rejecting or actions in fear of facing the inconsistencies resulting from mental strain (Guay, et al., 2010). Intrinsic and Extrinsic Motivation Based on the analysis of the above theories, motivation can either be internal or external depending on how and where it is applied. Intrinsic motivation is a determination to perform in an individual that is driven by personal interest or enjoyment of the role given. It forms an important element of cognitive, societal and physical development of a person in the organisation (Deci, Koestner, & Ryan, 1999). In this regard, intrinsic motivation does not rely on external factors or reward for it to be nurtured in an individual. This is a very important form of motivation in the military since it gives them a sense of purpose even when the situation they are facing is life threatening (Horn & Walker, 2008). On the other hand, external motivation also known as extrinsic motivation is a managerial tool whereby a certain activity is performed with an aim to realise a desirable outcome. Thus, it is a dependant of the external factors that would drive the desire to become a will through giving reward or other forms of incentives (Eccles, & Wigfield, 2002). Competition is considered a major ingredient in developing extrinsic motivation among a group of people. Competition in the military can be cultivated through development of reward system which can be in monetary form or grade (Eccles, & Wigfield, 2002). The disadvantage of embracing this form of motivation is that it may lead to over justification, which has a devastating effect to the overall intrinsic motivation level created in an individual (Deci, Koestner, & Ryan, 1999). Furthermore, external motivation in the military can be created through threats. This is common during military training where, only those who display the ability to train hard and pass all the hurdles graduate to become soldiers. For the case of those who are reluctant, they are punished by being dropped from the graduating lot. As a result, all the recruits strive to attain the requirements to qualify for graduation. Leadership and Management in the military Leadership is a social ability that a person uses to influence others in a community or an organisation (Bonnie, 2008). Through the social ability, the person is able to win the support of the majority. When an individual assumes the leadership of a group or an organisation, he becomes responsible for attaining a desired goal. There are several forms of leadership that does not depend on the formal education of a person. However, leadership can also be natural or acquired. The major role of a leader as in the case of the military is to give directions on certain matters affecting a group so as to avoid conflict among its members (Bonnie, 2008). The only similarity between a manager and a leader is that they are both tasked with ensuring the success of an organisation (Udge, 2002). The manager is responsible for administration while a leader creates ideas. Therefore, a manager can be made, but a leadership is natural. Managers are supposed to implement all the structures while a leader is more concerned with its constituents. Managers are more concerned with systems while to a leader the constituents are given the first priority. A new economy manager is tasked with nurturing the skills of workers and motivating the workers to produce results, but a leader is ensures that there is efficiency (Udge, 2002). From this analysis, it is evident that military organizations operate with leaders and not managers due to the uniqueness of the military work environment (Horn & Walker, 2008). Furthermore, the differences between a manager and a leader can be reconciled through defining the roles of each person (Foti, 2007). The difference between a manager and a leader has made many people think of leadership as the ability to deliver results. When a manager is able to handle his workers properly, then the result is a good performance of the organisation. Also, a leader’s success is measured on how he/she is able to change the well- being of his constituents. Therefore, both leadership and management is measured in terms of success.Qualities of an effective leader in a military organisationA learning organisation is a setup that promotes a continuous state of acquiring knowledge and skills within an organisation (Shannon, 2002). The learning process can be both beneficial and disastrous depending on the learning program itself. However, in other cases an individual can learn, but fail to disseminate this information to others in the organisation. As such, the basis to which learning can be promoted depends on the leadership skills and capabilities. Learning is a process that involves the transfer of information, and it greatly depends on whoever is mandated with disseminating the information (Foti, 2007). The first effective quality of a military leader is to have good communication skills. A good communicator will enable learning because the information will be relayed to the desired audience properly. Another quality of an effective military leader is the ability to embrace teamwork (Foti, 2007). The team spirit is the determining factor for the success of learning because through teamwork it is possible to consider both the strength and weakness of an individual military officer. More so, a good military leader should be able to anticipate change in the organisation to facilitate the process. In addition, other important qualities of an effective military leader include: knowledge about organising meetings, interest, a positive attitude, commitment, the ability to maintain confidentiality, the ability to adapt and function in times of uncertainty, the ability to plan and set goals effectively, honesty, a high character, enthusiasm, patience, and logic (Cromwell, 2004).Leadership strategies and Organizational LearningLeadership strategies are an important tool in organisational learning because it ensures the direction adopted by an organization will ensure full realization of th e organization’s objectives. Military heads need to develop effective leadership strategies that will form a framework to realising positive outcomes during the learning process. The most important leadership strategies in promoting staff motivation are organisational culture and leadership style (Cromwell, 2004). Organisational culture is a supposition that exists between staff and leaders in a military organisation that help to attain positive organizational performance (Shannon, 2002). It is a leadership strategy because it outlines the responsibility of an officer in the military institution. For instance, if the organisational culture is networked with high sociability and high solidarity, then it will facilitate teamwork; this gives the organisational learning a positive outcome because the information will be shared amongst the members (Shannon, 2002). On the other hand, if the culture is fragmented with low solidarity, then it encourages individualism hence it can lead to negative outcomes because there is no sharing of information (Shannon, 2002). Therefore, the leadership style adopted by the management determines the effectiveness of a military organization. A style that is all inclusive is likely to lead to a positive performance outcome because it allows brainstorming and sharing of information. However, segregated leadership style is likely to result to negative performance outcomes in an organization because the followers do not interact with the leaders limiting the level of motivation in the organization.Qualities a leader exhibits that may hinder the learning process in a military organizationThe success of the learning process depends on the qualities of the military leader in that the qualities may promote or hinder the learning process (Horn & Walker, 2008). There are several qualities of a leader that may hinder learning, including poor communication skills, negative attitude, lack of interest, failure to maintain confidentiality, dishonesty and an impatient leader (Cromwell, 2004). It is worth identifying the implications of these qualities for a leader in the process of cultivating a learning environment in an organization. Poor communication may result in a situation whereby the leader cannot disseminate the correct information effectively. As such, either the information is misrepresented or misunderstood. Having a negative attitude towards something makes an individual to become less committed to the learning process (Cromwell, 2004). A good leader should be fully committed to the activities involved in learning at all costs to ensure that all information is disseminated properly to the intended persons as it is a major tool that promotes motivation among military personnel. The organisation information requires a lot of confidentiality. For example, some members of a military unit may find it hard to learn in a team especially on professional issues. This information should be treated as confidential by the leader so as not to expose such persons.The role of ethics in the decision-making process in military organizationsEthics is personal attribute that helps an individual to effectively execute his responsibilities in a unified way (Shannon, 2002). Decision making is an inevitable aspect of leadership that ensures the smooth running of processes within a military organization. A poor decision making process leads to unwanted results that may have detrimental effects to the organisation (Cromwell, 2004). Therefore, ethics play a role in critical thinking to ensure that decisions made effective and ethically acceptable in the organization. Since ethics is an individual belief, it determines the way an individual would respond to a certain situation because it gives the basis through which the thought will be propagated. According to Shannon (2002), â€Å"moral philosophy can be summed up in three approaches: materialism, utilitarianism, and deontology† (p. 271). Therefore, the decision making capability of an individual depends on the moral approach. In decision making, an individual’s personal ethics can deter making substantive decisions even where there are options available. For instance, sometimes leaders are forced to a make decision whose impacts greatly satisfy their self-interest. Take the example of a politician who promises to implement safety rules in the passenger service vehicles. As much as this is a decision that would affect the entire population positively, ethical issues may arise if the politician makes it mandatory to buy safety belts from a specified company for his/her own vested interests.Effects of using a systems perspective in decisions makingDecisions in a military organisation can be both constructive and destructive. Therefore, the decision making process should be bound by organisational and leadership systems that limit the extent to which the decision can be altered with regard to the organizational objectives, vision and culture (Shannon, 2002). When a decision is not made on a system perceptive, it is likely to lead to conflicts within the organisation. For instance, members of a military organisation are bound by the culture and objectives of the organisation that are specific to that organisation (Horn & Walker, 2008). Most military organizations have an elaborate mechanism for decision making that ensure that all the interests of the stakeholders are considered in the decision. More so, organizational decision making mechanism serves as a control measure that ensures the decisions made by the leadership do not promote self interests, but the objectives of the organisation in general (Cromwell, 2004). Conflicts will always develop in cases where decisions are made without abiding to the organizations system’s perspective. This is a major demotivating factor in military settings (Horn & Walker, 2008). This occurs mainly when a leader makes a decision that is based on his self interest. For example, tendering is a vital exercise within a military organisation that is affected by decision making. Individuals holding power in such an organisation have the ability to influence the tendering process in their favour. In such a case, the tender may be awarded to a bidder who does not meet the required qualifications specified in the systems perspective. This would lead to a situation where the work done is shoddy, or the organisation pays more for low qualit y services. Employment Relationship and its application in the military setting The term ‘employment-relationship’ is transposable with others when describing aspects of the general relationship between the leaders and the staff in an organization.According to Kaufman (2004), this relationship basically describes the exchange of work by employees for pay from employers. The role of a well defined and productive employment relationship is to equitably lead the various employer worker relationships in an organisation and resolve conflicts within the organisation (Kaufman, 2004). As such, several employees have developed a psychological contract with their employers. Breaching the developed psychological contract has negative implication to the business because loyalty, motivation and commitment of the workers is greatly reduced (Hodgkinson, 2003). The goal of most military organizations is to developing an effective production mechanism to promote the output level. This is achieved if there is an elaborate employment relationship within such an organisation. Most successful organizations have a well established Human Resource Management department which is in charge of the employment relationship. This department has been obliged with the responsibility of monitoring the employment relationship and both internal and external factors that affect it. According to Gospel and Palmer (1993), employment relationship is an economic, social and political association in which employees provide labour for an accepted reward by the employer. Thus, a successful employment relationship must be formulated using a psychological contract that is developed in the mutual agreement between the employer and the employee. On the other hand, Lewis and his colleagues (2003) define employment relationship as an economic, legal, social, psychological and political relationship where employees dedicate their time and expertise experience to the best interest of the employer in exchange of a varied range of rewards in terms of personal financial and non-financial gains. Therefore, the application of effective employee relationship management in the military context as a motivational tool requires in-depth analysis of the employee to ensure hi/she is highly motivated.Social incentives and motivation in the militaryThe workplace happiness is one of the ma jor factors that contribute largely to the success of a leader. Every leader has a unique role to play in order to ensure that all the staff is happy at the workplace so that they can become productive. David (2012) found out that workers’ productivity is significantly higher when an employee is attached to friends who are more able. Perks, monetary rewards and social incentives have been widely used as approaches of enhancing workplace happiness and hence staff motivation (David, 2012). However, the perks and monetary rewards have an insignificant effect in promoting motivation in the current organizational environment (Deci et al., 1999). According to the Harvard business review, perks and monetary rewards do not promote happiness, but instead they promote a culture of entitlement (David, 2012). However, monetary terms can be used for those workers under the piece rate terms as a social incentive. This results to a complex situation when analysing leadership approaches that are founded on followers’ motivation. Social recognition is a leadership tool where positive relationship is maintained at the workplace through acknowledging and rewarding employees’ achievements (David, 2012). This is an important tool because it enables employees to celebrate their success thus improving their work experience. There is a social pressure created among the employees when he or she is given credit of an outstanding work. Additionally, other workers are also forced to compete for the social recognition thus promoting productivity. The idea of social recognition sets to bring about the intrinsic motivation aspect that makes the worker productive. Moreover, it helps the workers build a corporate culture and advance personal legacy (Robison, 2006). Once the culture is developed at the workplace, then it becomes a long term solution to promoting happiness. As a result, social recognition is a powerful leadership tool in promoting the happiness that can be used as a motivational tool in the military. Th is can be achieved through fostering collaboration, increasing talent retention and productivity and reinforcing the corporate culture of the military organisation (Rath & Clifton, 2004). Collaboration at the workplace is a sure way of motivating the workers because it satisfies the social recognition of that particular worker. This can be achieved through allowing praise and recognition to become public at the workplace so that those who are praised feel appreciated (Nahapiet & Ghoshal, 1998). Perks and monetary enumerations do not promote happiness because they do not promote the intrinsic factors that spur contentment. A worker would only work to get into the next job group to get the enumeration, but this does not mean he or she is contented. Collaboration rewards the best out of a pool of workers thus making the individual blissful because it creates friendship within the departments. On the other hand, collaboration can be used to facilitate the distribution of workers ability that has a positive effect to the firm’s aggregate performance. Thus, the use social incentives by the management promotes sustained productivity as opposed to monetary motivationa l packages which have limits. Furthermore, staff motivation can be realized through increasing talent retention and productivity (Robison, 2006). Different employees have different capabilities, and those with the best abilities should be retained as much as possible. This is because such employees work hard for the company to realise its goals. The productivity level of such workers becomes better when they are offered an opportunity to enhance their ability and realise their full potential. Additionally, talent retention saves the organization extra cost of recruiting and training new employees. Moreover, the morale of workers is maintained at high levels in an institution where workers with good talents are retained for a longer period (Rath & Clifton, 2004). This is because such workers feel recognised and happy about their role at the workplace. Tapping into the talent and ability of an individual is a motivational aspect that makes the employee work more to obtain innovations. In this way, the employee sets to gain in developing the career and monetary incentives where talent has led to important innovations. Additionally, motivation can be realised through reinforcing the military operational culture because it gives the workers an opportunity to share the success story within the organisation (Horn & Walker, 2008). Success is not automatically inclined to organizational infrastructure, but the extent of the human capital. This is evaluated in terms of how comfortable and content the staff is as they are more productive when contented with the work and the environment. Therefore, leaders have the responsibility of motivating the workers, and this can be achieved through establishing peer-peer programs that develop a shared culture (Robison, 2006). A strong culture will give the workers an opportunity to become more productive in their duties. More so, culture develops a network that is capable of attracting competent employees across the board to improve the performance and effectiveness of an organization in general (Nahapiet & Ghoshal, 1998). Leadership Style and staff Motivation in the military Leadership style is significant to determine the level of motivation to the staff in the military. This is because during the entire life of a person, his or her ambitions keep on changing depending on the needs and the environment (Shannon, 2002). Therefore, the leadership style under which an individual works is a clear catalyst of motivation because it provides the social incentive as well as environmental settings that define the ambitions of the followers. Further, it has been realised that command-and-control leadership reduces ambition while worker responsibility increases ambition. As such, the leadership style should focus on developing ambition because it is a major motivating factor for specified job requirements (Udge, 2002) such as the military job. For instance, a military leadership style that is based on minimal supervision enables the staff to be motivated to trust their decisions. In this case, the workers have decision making responsibilities which make the whole team to be motivated to work. Consequently, where the leadership style offers both limited supervision and worker responsibility in decision making, the leader should consider goal, reward and recognition as motivation (Lewis et al., 2003). On the contrast, where the leadership style is highly supervised and command-and- control, there should be peer, authority, threat or fear motivation. Here, the motivation will be to be like others, adherence to policy and resist change. This means that there is high status quo dependency, and obviously the leadership style focuses on resisting change. As such, there is low efficiency as compared to the other forms of leadership. Conclusion Motivation is a central aspect of effective military leadership since it not only guarantees performance within a military organization but also ensures sustained effectiveness of the staff (Horn & Walker, 2008). Social incentives play an important role in leadership success in an organisation. It develops the intrinsic motivation that makes the military officers highly productive. Where monetary incentives are used, maintaining motivation among the staff becomes hard since they work towards increasing their income. Social recognition, collaboration, talent retention and productivity and reinforcing the shared culture are the social incentives that can be used to motivate military personnel. However, friendship at the workplace should be upheld as it fosters learning among the officers and it also makes it easy to identify small problems at the work place. Therefore, in the case of military training together in one country, there is a need for leadership efficiency.
